Reflections from ADS: Evidence to Action (Feb - Jul 2026)

Overall, ADS has moved beyond awareness-building to create a more evidence-driven and practical pathway for industrial energy transition. Through firm-level research, technical tools, direct engagement with regulators, and sustained sector outreach, the work has helped translate complex policy changes into clear implications and actionable choices for industry. The report covers ADS's Renewable Energy Pathways and MRV Knowledge Hub, Tier-II Green Industrial Standards Training, the Shared Transition Responsibility Movement (STRM), the CTBCM Guide and Readiness Toolkit, and ADS's response to the shift from net-metering to net-billing under NEPRA's Prosumer Regulations 2026, including a 36-case technical and financial simulation across large, medium, and small textile mills. The foundations are now in place to deepen this engagement, support implementation, and scale these approaches across Pakistan's export-oriented industries.

Key Points

  • 1Renewable Energy Pathways and MRV Knowledge Hub: solarization positioned as the primary entry point for industrial renewable energy transition, with case studies completed for Kohinoor Textile Mills and Sapphire Textile Mills, and the Industrial Decarbonization Monitor published for the first and second quarters of 2026.
  • 2Tier-II Green Industrial Standards Training: a Green Industrial Standards Curriculum, Manual and Toolkit finalized and delivered in two flagship workshops, already being independently replicated by Nizam Sons and Libermann International for their own Tier-II suppliers.
  • 3Shared Transition Responsibility Movement (STRM): a Pakistan-focused model for shared investment and responsible procurement, engaging Apparel Impact Institute, Cascale, GIZ, National Compliance Centre, National Productivity Organization, SMEDA, PRGMEA, PSGMEA, HCOS, ATTI, SIMA Funds, and international brands including Levi Strauss & Co. and Marks & Spencer.
  • 4Rapid policy response to NEPRA's Prosumer Regulations 2026 (net-metering to net-billing): a 36-case mill-scale simulation found net-metering outperformed net-billing on every financial metric tested, with small mills absorbing the sharpest percentage losses.
  • 5CTBCM Guide and Readiness Toolkit: a plain-language guide and a 12-sheet self-assessment and planning workbook (bid-bond and SMP-exposure calculators, BESS sizing, UoSC cost-stack calculator, a 19-item risk register) to help industrial buyers and sellers prepare for Pakistan's wheeling auctions.
  • 6Sector engagement fed directly into the regulatory process: ADS represented the textile and sports sector at NEPRA/ISMO public consultations on 14 May and 11 June 2026, and is consolidating firm-level data into a formal sector advocacy package.
